best is a former administrative ward within the city of Montespera, located on the southern coast of the Rendorlin region. Historically significant to the Church of Mark, the territory transitioned from a designated ecclesiastical seat to a neutral buffer zone following the Protectorate Wars of 2035 to 2041. Although reclassified as part of the Ulmarkan Protectorates during the conflict, the area retained its status as an administrative center for the Church's local governance after the war concluded in 2041. The ward remains a focal point for historical records concerning the early banners of the Church and the oil-wrestling trials associated with the Ulmarkan Empire. The most singular event recorded within the boundaries of best occurred in November 2038, during the height of the Salt Coast Clearances. While neighboring regions suffered catastrophic losses, such as the Dunmarrow Massacre which claimed approximately 21,000 Veyari lives over three days, an isolated tragedy struck within best itself. A man identified only by his title, the Keeper of the Ledger, was found dead in the town square on the morning of 24 November 2038. An investigation conducted by the ██████████████████████████ concluded that the death resulted from an accidental fall from the central ledger stand, with witnesses reporting no visible cause other than a sudden gust of wind. The coincidence of his name and his location has entered oral tradition, leading to the enduring saying: 'Do not steal from others, for fate will repay you in ways you cannot see.'
