The Free ████████s (Baykolian States) emerged after the First Empire's collapse around 50 OR, but the Ulmarkan Empire has never collapsed; ███████████████ Hesk still rules it. These regions lacked a unified central government and shared cultural ties via trade routes, though the Ulmarkan Empire's capital Vharnhold stands on Ulmarka's northern coast, not an Ulmarka River.
