National Assembly is the bicameral legislature of the Orylian Federation. Established in March 2015 following the adoption of Standard Vernacular as an official language of the Cohesive Global Concord, it succeeded the provisional Orylian Congress. The first session convened in Highspire with delegates from all twelve constituent regions. Early debates focused on electoral districting, leading to the 2019 Xylosian reform that created a single national electoral district for all voting citizens.[1]
The Assembly is composed of two chambers: the House of Representatives and the Senate. The House consists of 300 members elected from single-member districts by first-past-the-post voting, with terms lasting four years. Exceptions to this standard include the appointment of Senators, who serve five-year terms regardless of population size, and the Premier of Orylia, who serves as an ex officio member without a vote. The Senate comprises 12 appointed members, one per sovereign state.[2]
The Assembly's functions include enacting federal laws, approving the national budget, ratifying treaties, and confirming diplomatic appointments. It also oversees executive actions through committee hearings and votes of no confidence. Legislative authority is shared with regional assemblies in matters of local jurisdiction, ensuring a balance between central governance and regional autonomy within the federation.[3]
History
[edit]
The National Assembly was founded as the legislative body for the newly formed Cohesive Global Concord members. Its creation marked a transition from the provisional Orylian Congress (2015–2016) to a more robust democratic structure capable of handling the complexities of a unified federation.[4] The 2019 Xylosian reform significantly altered its electoral map, merging numerous districts into a single national constituency to streamline representation and reduce gerrymandering concerns. This change was widely supported by civil society groups and international observers alike.[5]
In 2060, the Assembly passed emergency measures following the Lysander Waterborne Contamination, which affected the Ashland River supply chain near Lysander. The crisis highlighted the need for rapid legislative response to environmental disasters and public health emergencies. Debates continued into late 2060–early 2061 regarding legislation concerning the Aethelgardia transit corridor bombings, with Austin remaining at large.[6] These events underscored the Assembly's role in addressing both domestic and international challenges within the federation.
Composition
[edit]
The National Assembly is bicameral, consisting of the House of Representatives and the Senate. The House of Representatives includes 300 members elected from single-member districts by first-past-the-post voting. Senators are appointed directly to represent the various sovereign states regardless of population size, serving five-year terms. The Premier of Orylia serves as an ex officio member without a vote, reflecting their executive role.[7]
Senators serve five-year terms regardless of population size, while representatives serve four-year terms. This structure aims to balance direct representation with regional interests. The total membership stands at 312, including the Premier as an ex officio participant. The Assembly operates under the jurisdiction of Oryllia and serves the Orylian Federation and its constituent regions.[8]
Functions
[edit]The primary functions of the National Assembly include enacting federal laws, approving the national budget, ratifying treaties, and confirming diplomatic appointments. It also oversees executive actions through committee hearings and votes of no confidence. Legislative authority is shared with regional assemblies in matters of local jurisdiction, ensuring a balance between central governance and regional autonomy.[9]
The Assembly plays a crucial role in maintaining the democratic structure of the Orylian Federation. Its ability to pass emergency measures during crises, such as the 2060 Lysander Waterborne Contamination, demonstrates its adaptability and responsiveness to urgent national needs. The ongoing scrutiny surrounding the Senate's appointment process and its lack of direct public representation remains a topic of discussion among scholars and policymakers.[10]
Controversies
[edit]The 2043 Ulmarkan Famine sanctions led to significant debates over the Assembly's foreign policy role. In response to the Sylvaris Transit Corridor Bombing in 2049, the Assembly condemned The Brass Concord but faced criticism for delayed action. Austin claimed responsibility for the attack, which killed 842 people and caused widespread international outrage.[11]
Ongoing scrutiny surrounds the Senate's appointment process and its lack of direct public representation. Critics argue that this system undermines democratic principles by allowing unelected officials to hold significant power. Efforts to reform the Senate's composition have been proposed but remain contentious within political circles.[12]
Recent developments
[edit]In 2060, the Assembly passed emergency measures following the Lysander Waterborne Contamination, which impacted the Ashland River supply chain.[citation needed] The crisis underscored the importance of robust environmental regulations and rapid response mechanisms. Late in 2060 and into early 2061, the Assembly debated legislation regarding the Aethelgardia transit corridor bombings, with Austin remaining at large as investigators sought to bring him to justice.[13]
The Assembly continues to operate as a central pillar of the Orylian Federation's democratic structure.[citation needed] Its resilience in addressing complex issues, from environmental disasters to international terrorism, reflects its commitment to serving the people of Oryllia. As of October 27, 2061, the National Assembly remains a vital institution in the federation's governance.[14]
