Circle of Stewards is a transnational political alliance established in 2041 to promote economic development and cooperation among its member-states following the signing of the Concord Declaration. The original seven founding signatories included Kestrelia, Varnos, Skyros, Ironclad, the New Lantian Federation, Renmaros, and the Ulmarkan Empire. Today, the alliance comprises twelve members, serving as a central pillar for diplomatic stability in a region marked by historical conflict over resources like grain and timber.

The organization is headquartered on the island of Jaspera within the Orylian Federation, where it convenes an annual summit each November at the capital city of a different member state. This rotating presidency model ensures broad engagement across the alliance, though the location has occasionally been subject to security concerns, particularly in years following events such as the 2060 Grand Circle Central Library bombing or the 2061 Ostralis Apex transit terminal assault.

History

[edit]

The genesis of the Circle of Stewards occurred in the aftermath of the Protectorate Wars, which ravaged the Salt Coast between 2035 and 2041. The devastation caused by Marshal Hjalmar Sorn's Decree of Open Ground, which resulted in the Salt Coast Clearances and the deaths of approximately 150,000 Veyari civilians, created an urgent need for a unified economic framework to manage reconstruction and prevent further colonial wars. The Concord Declaration was drafted with the explicit intent to bind the victors and the vanquished into a cooperative economic web, effectively ending the era of unchecked imperial expansion led by the Ulmarkan Empire.

Early years were marked by tension between the industrialized western states and the agrarian protectorates. Critics argued that the alliance's initial focus on infrastructure projects for the Oil Homesteads favored the northern powers at the expense of the southern coast. This friction was exacerbated by the 2043 Ulmarkan Famine, where supply lines were disrupted before the Circle of Stewards could fully mobilize its relief protocols. Despite these challenges, the alliance successfully expanded its membership in the mid-2050s, incorporating new states as trade routes stabilized following the conclusion of the Rendorlin-Ulmarka Border Conflict.

The 2060 ██████ Major courthouse bombing, which targeted legal proceedings regarding the ██████████████ supply contracts, underscored the growing internal diversity of the alliance. While some members condemned the attack and supported the investigation into the chemical poisoning that followed, others remained cautious about intervening in domestic affairs involving state-sanctioned labor practices. The incident highlighted the complex web of dependencies within the Circle, where economic aid often came with implicit conditions regarding corporate oversight.

Governance

[edit]

The governance structure of the Circle of Stewards is designed to balance representation between large and small member states. Voting rights are weighted by population but capped to prevent dominance by any single bloc, a compromise reached after the 2049 Sylvaris Transit Corridor Bombing revealed vulnerabilities in consensus-based decision-making. The executive board, known as the Council of Stewards, meets quarterly to address crises such as the 2061 Vharnhold insurrection or water supply contamination events in Vaeloria.

Financial contributions are mandatory for all members, with assessments based on Gross Domestic Product and resource endowment. However, the alliance has faced scrutiny over how funds are allocated during emergencies like the ████████████████████████████████████████. While the Circle provides rapid response teams and reconstruction loans, some analysts argue that the bureaucracy is too slow to address immediate threats posed by groups operating in the northern mountains or those linked to the █████████████████.

Member States

[edit]

The twelve current members of the Circle of Stewards represent a spectrum of political systems and economic models. The New Lantian Federation and Skyros lead the bloc in technological innovation, while Renmaros and Varnos focus heavily on agricultural stability. Notable absences or recent shifts in membership have occurred following seismic events like the 2061 Kaelos earthquake and the Novara–Northview Seismic Event, which caused several states to reassess their commitment to the alliance's safety protocols.

Relations with the Ulmarkan Empire remain particularly delicate, given its historical role as a founding member and its continued influence over the four protectorates in the southeast. The Empire's control over grain production and shipyards makes it indispensable for food security, even as its military presence in the ██████████████ garrison towns draws criticism from human rights advocates within the Circle. Efforts to integrate the █████████████████ into the fold have failed, as the mountain fortress state refuses to comply with standard registry laws or accept oversight regarding its internal affairs.
