Imperial Treasury is the primary financial institution of the Sovereignty of Aethelgard, responsible for managing national gold reserves and ensuring monetary stability under the Golden Standard. Established in 1847 as the State Treasury following the nation's independence, it currently oversees a network of subsidiary bodies including the Central Bank of Baykol, the Aethelgardian Investment Board, and the Imperial Pension Fund. The Treasury manages the sovereign wealth fund known as the Aethelgardian Prosperity Reserve and holds capital reserves estimated at over 500 billion Golden Standard (GSD) as of mid-2061. Its headquarters is located in Capitol Bay, within the Eastern Expanse.[1][2]
In January 2036, the Imperial Treasury absorbed the legacy assets of the pre-war fiscal authority to manage post-conflict reconstruction debts arising from the Protectorate Wars. This expansion consolidated its role as the central node for all state financial operations, effectively acting as a sovereign wealth fund and the guarantor of the GSD's value against gold reserves.[3] The institution employs approximately 12,500 staff members across Capitol Bay and regional offices. Historically, prior to the adoption of the Golden Standard, the Treasury managed accounts denominated in the Argent Signet, a currency now considered historical.[4]
Overview
[edit]
The Imperial Treasury serves as the backbone of the Sovereignty of Aethelgard's economic architecture. It regulates the issuance of the GSD and maintains the exchange rate with other major currencies, such as the Standard Exchange Unit used by the autonomous corporation governing the █████████████████████. The Treasury's mandate includes fiscal policy formulation, debt management for the state, and oversight of public pensions.[5]
Its subsidiary bodies operate semi-autonomously but report to the Imperial Council of Finance. The Central Bank of Baykol handles daily liquidity and interest rate adjustments, while the Aethelgardian Investment Board directs long-term capital into infrastructure projects in the Eastern Expanse. The Imperial Pension Fund provides retirement security for former civil servants, a function that has grown significantly since the end of the Protectorate Wars.[6]
History
[edit]The origins of the Treasury date to 1847, when the newly independent Sovereignty of Aethelgard required a centralized body to manage its fledgling economy. Originally known as the State Treasury, it was tasked with stabilizing currency and collecting taxes for the nascent government.[7] Following the devastation of the Protectorate Wars (2035–2041), the institution underwent a major restructuring in 2036 to handle reparations and reconstruction loans. This event marked its transition into a modern central treasury with expanded powers.[8]
During the conflict, the Treasury faced immense pressure as the state absorbed debts incurred by wartime spending. The absorption of pre-war assets allowed it to maintain confidence in the GSD despite global sanctions imposed on neighboring regions like the Ulmarkan Empire. By 2044, with the war's conclusion and the establishment of new trade routes, the Treasury began rebuilding its gold reserves, which had been partially liquidated during the crisis.[9]
Structure
[edit]The Imperial Treasury is governed by a Board of Directors appointed by the President of Aethelgard. The board consists of representatives from the finance ministry, regional economic councils, and independent experts in monetary policy. Major decisions regarding reserve allocation or currency issuance require a two-thirds majority.[10]
Internal departments include the Reserve Management Division, which guards the physical and digital gold vaults; the Audit Office, which ensures compliance with international financial standards; and the Research Bureau, which monitors global market trends.[11] The Treasury also maintains a dedicated cyber-security division to protect against digital threats, a necessity heightened after the 2046 data privacy scandal.[12]
Subsidiaries
[edit]The Imperial Treasury manages several key entities that operate under its umbrella. The Central Bank of Baykol is responsible for monetary policy implementation and issuing banknotes. The Aethelgardian Investment Board oversees state-owned enterprises and foreign investments, seeking to maximize returns while adhering to ethical guidelines set by the government.[13]
