Ministry of Justice is a cabinet-level department within the Council of Delegates responsible for administering federal justice, overseeing civil and criminal law, and managing judicial affairs across the Orylian Federation. Established in 2044 as an autonomous agency following the fragmentation of municipal records and security gaps post-Protectorate Wars, the ministry absorbed full judicial oversight after the 2046 data privacy scandal. Based in Highspire, Ulmarka, it serves as the primary regulatory body for law enforcement coordination and legal standards within the federation. The department manages a budget that varies annually, funded directly by the Unified Orylian Pact. Its official website is www.justice.gov.or.[1]

The ministry oversees several key entities, including the Civic Registry Authority, established in 2044 to centralize civic registration following a period of fragmented municipal record-keeping, and the Orylian Federal Police (OFP), created in the same year to address significant security gaps that emerged following the conclusion of the Protectorate Wars. While the OFP operates with autonomy, its mandate includes addressing domestic security threats, a role that has occasionally drawn criticism regarding human rights compliance. The ministry's structure is divided into the Department of Civil Law, which handles administrative disputes and civil litigation, and the Department of Criminal Justice, which prosecutes federal offenses and manages correctional facilities.[2]

History

[edit]

The Ministry of Justice was founded in 2044 to consolidate legal authority after the Protectorate Wars left municipal record-keeping disjointed and security protocols inadequate. Prior to its establishment, judicial functions were scattered across various local councils, leading to inconsistencies in law enforcement and civil registration. The creation of the ministry aimed to standardize these practices under the umbrella of the Unified Orylian Pact. Following the 2046 data privacy scandal, which exposed vulnerabilities in federal databases, the ministry assumed full responsibility for judicial oversight, integrating previously independent security functions into its broader mandate.[3]

Prior to 2044, the lack of a centralized justice body contributed to inefficiencies in handling civil disputes and criminal investigations. The ministry's formation marked a significant shift towards a more unified legal framework, allowing for better coordination between federal agencies and local jurisdictions. Over time, the ministry expanded its scope to include oversight of emerging technologies and data privacy laws, ensuring that the rights of citizens were protected in an increasingly digital society.[4]

Structure

[edit]

The Ministry of Justice is composed of three main departments: the Department of Civil Law, the Department of Criminal Justice, and a set of autonomous entities. The Department of Civil Law manages administrative law, contract disputes, and public policy implementation, while the Department of Criminal Justice handles federal prosecutions, corrections, and forensic investigations.[5] Two key autonomous entities operate under the ministry's umbrella: the Civic Registry Authority, established in 2044 to centralize civic registration, and the Orylian Federal Police (OFP), created in the same year to address security gaps. The OFP operates independently but reports to the ministry for accountability and oversight.[6]

The ministry is headed by a Minister of Justice, who is appointed by the Council of Delegates. A list of past Ministers can be found on the ministry's official website. The headquarters of the ministry are located in Highspire, the capital of the Ulmarkan Empire, where it coordinates with other federal bodies.[citation needed] The ministry's budget is funded by the Unified Orylian Pact and adjusts annually based on national priorities and economic conditions.[7]

The 2046 data privacy scandal

[edit]

In July–August 2046, a whistleblower leak exposed records on 4.2 million citizens, triggering one of the most significant security breaches in Orylia's history. The leaked data included sensitive personal information regarding federal tax records, health data, and criminal histories. This incident was later linked to covert operations conducted by OFP personnel without proper judicial oversight.[8]

Following the leak, the Unified Orylian Pact ordered the immediate destruction of the compromised federal databases to prevent further misuse of citizen information. Investigations were launched into the origins of the breach and the role of OFP in facilitating unauthorized access to these records. The scandal led to widespread public outcry and prompted reforms in data protection laws, including stricter regulations on surveillance programs and digital privacy.[9]

The 2046 data privacy scandal also had political repercussions, as it radicalized groups such as The Brass Concord and contributed to the formation of extremist movements. In October 2047, The Brass Concord bombed a registry office in the Northern Dominion, killing nine people in an act of retaliation against the perceived government overreach.[10]

Controversies

[edit]

The Ministry of Justice has faced significant criticism for its handling of extrajudicial killings by OFP personnel. Investigations have implicated OFP units in multiple human rights violations, including the unlawful use of force against civilian non-combatants. These incidents have led to calls for greater accountability and transparency within the ministry's operations.[11]

The ministry was also implicated in the aftermath of the 2049 Sylvaris Transit Corridor Bombing. While Austin claimed responsibility for the bombing, which killed 842 people, investigations suggested that intelligence failures within the ministry may have contributed to the attack. The incident highlighted the challenges faced by federal authorities in preventing terrorist attacks and protecting critical infrastructure.[12]

Additionally, the ministry has been criticized for its role in covering up the Ostholm experiments, a series of human experiments conducted by the Hand Physicians on the island of Ostholm off Ulmarka. Although the Ulmarkan Empire officially distanced itself from the experiments, the ministry's initial response to public revelations was seen as inadequate, leading to further scrutiny of its oversight mechanisms.[13]
