Toris III is a city-state located on the eastern coast of the Southern Sea and serves as the capital of the Northern Dominion.[citation needed] Its eponymous High Sovereign, Toris III, assumes the throne following the Night of the Oil in 2031, succeeding his predecessor Torvald Hesk. The city functions as a primary economic hub for both the Northern Dominion and the Eastern Coast, with its port facilitating trade routes that connect the continent to distant markets.[1] As of October 28, 2061, Toris III remains the seat of the Ulmarkan Empire, a military superpower under the rule of the High Sovereign.
The city's strategic importance was cemented during the Protectorate Wars (2035–2041), when it served as the staging ground for Ulmarkan forces that occupied Cenora Major and coastal Rendorlin territories.[citation needed] Despite international sanctions imposed by the Cohesive Global Concord, Toris III maintained strict discipline within the Ring Guard, ensuring the stability of the regime during a period of significant external pressure.[2] The city's infrastructure withstood the strain of these conflicts, allowing for the continued administration of the occupied zones and the implementation of domestic reforms that reshaped cultural attitudes toward structured combat.
Early life and accession
[edit]Toris III was born circa 2035 to a prominent family with deep ties to the Brotherhood of the Oil. His formative years were spent in military academies under the tutelage of Torvald Hesk, where he received rigorous training in strategy and command. He ascended to the throne after the Night of the Oil in 2031, an event that saw the Brotherhood seize power in Vharnhold following a coup led by Torvald Hesk.[citation needed] Although the empire was fractured by internal dissent and external threats, Toris III inherited an intact state structure, allowing him to consolidate authority immediately.[3]
His accession marked a transition from the revolutionary fervor of the Brotherhood's founding members to a more established monarchical rule. The resignation of his predecessor, Torvald Hesk, who died in office during 2031–present, cleared the path for Toris III to assume the mantle of High Sovereign. During his early reign, he focused on stabilizing the government and addressing the legacy of the Night of the Oil, which had left deep scars on the nation's psyche.[4]
Reign during the Protectorate Wars
[edit]
Toris III led Ulmarkan forces during the early stages of the Protectorate Wars from 2035 to 2041. Under his command, the empire launched campaigns that resulted in the occupation of Cenora Major and various coastal territories within Rendorlin regions. His leadership was characterized by a focus on maintaining operational superiority despite facing adversaries equipped with modern weaponry and defensive fortifications.[5]
The war effort required significant logistical support from Toris III's capital, which coordinated supply lines and troop movements across vast distances. The Ulmarkan military achieved notable successes in securing key ports and establishing control over strategic waterways, which facilitated the movement of resources and personnel. However, these victories came at a cost, as the empire faced severe challenges in sustaining prolonged operations against well-organized resistance.[6]
The Arena Law and internal reforms
[edit]In 2034, Toris III signed the Arena Law, a controversial piece of legislation that legalized matches to the death and fundamentally reshaped cultural attitudes toward combat within the Ulmarkan Empire. This law influenced the construction of hexagonal arenas and popularized a new form of spectator sport that drew large crowds despite ethical concerns raised by international observers.[7]
The same year, he implemented policies to protect household structures via the Quaternity Preservation Act (2035), which aimed to reinforce traditional family units against the backdrop of social upheaval. These reforms were part of a broader effort to maintain social cohesion and prevent the fragmentation of communities during times of conflict.[8] His reign also saw criticism from the Cohesive Global Concord over the Hand Trials, a series of events that highlighted the empire's divergence from global norms regarding human rights and justice.[9]
Relations with the Brass Concord
[edit]
Toris III maintained a tense standoff with Austin’s Brass Concord following the 2049 Sylvaris Transit Corridor Bombing, which killed 842 people and caused severe disruption to rail services in the Northern Dominion. The bombing, carried out by the Brass Concord, led to public condemnation by the High Sovereign while he privately debated retribution measures.[10]
In response to the attack, Toris III ordered raids on suspected Landonite sympathizers, although these operations avoided direct conflict with Austin, who remained at large and was believed to be hiding on Ulquelquel. The regime publicly condemned the bombing as an act of terrorism while grappling with questions about its own role in the broader geopolitical landscape.[11] This period marked a significant shift in the empire's foreign policy, as it navigated the complexities of maintaining sovereignty amidst international pressure and internal security concerns.[12]
Legacy and current status
[edit]As of October 28, 2061, Toris III remains High Sovereign of the Northern Dominion. The Ulmarkan Empire continues to operate as a military superpower under his reign, projecting influence across the continent and beyond.[citation needed] Memorials to his rule emphasize unity through strength and adherence to Colby’s legacy, reflecting the enduring impact of his policies on the nation's identity.[13]
The High Sovereign’s administration has successfully integrated lessons from past conflicts into contemporary governance, ensuring that the empire remains resilient against both internal and external threats. His tenure has been marked by a balance of military prowess and domestic reform, leaving a lasting imprint on the political landscape of Orylia.[citation needed] The Northern Dominion stands as a testament to his vision, embodying the principles of strength, unity, and resilience that he championed throughout his reign.[14]
